In India, food safety and hygiene are strictly regulated to protect consumer health. The authority responsible for monitoring and supervising food businesses is the Food Safety and Standards Authority of India (FSSAI), established under the Food Safety and Standards Act, 2006. Every Food Business Operator (FBO), whether small or large, must obtain proper FSSAI approval before starting operations.

However, many entrepreneurs often get confused between FSSAI Registration and FSSAI License. While both are mandatory depending on business size and type, they are not the same. Understanding the difference is crucial to ensure compliance, avoid penalties, and operate smoothly.

What is FSSAI Registration?

FSSAI Registration is the basic level of food safety compliance required for small-scale food businesses. It is designed for petty food business operators who have limited production capacity and low annual turnover.

This category generally applies to:

  • Home-based food sellers
  • Small retailers and shopkeepers
  • Street food vendors and hawkers
  • Small-scale food manufacturers
  • Temporary stall holders
  • Cottage industries

Businesses with an annual turnover of up to ₹12 lakh are eligible for FSSAI Basic Registration.

After successful application, the business receives a 14-digit registration number, which must be printed on food packaging and displayed at the place of business. The registration process is simple, involves minimal documentation (such as identity proof and address proof), and has comparatively lower government fees.

FSSAI Registration is ideal for startups and small entrepreneurs entering the food industry with limited resources.

What is FSSAI License?

An FSSAI License is required for medium and large-scale food businesses that operate at a higher level of production, distribution, or turnover. The license ensures stricter monitoring and higher compliance standards compared to basic registration.

There are two main types of FSSAI Licenses:

1. State License

This is required for businesses with an annual turnover between ₹12 lakh and ₹20 crore (depending on the nature of the business). It applies to medium-sized manufacturers, storage units, transporters, marketers, and distributors operating within a single state.

2. Central License

This is mandatory for large-scale businesses with annual turnover above ₹20 crore or those involved in:

  • Import and export of food products
  • Large manufacturing units
  • Businesses operating in multiple states
  • E-commerce food platforms
  • 100% export-oriented units

Food businesses located in central government premises

The licensing process is more detailed and involves submitting additional documents such as food safety management plans, layout plans, equipment details, and proof of business constitution. Authorities may also conduct inspections before approval.

Major Differences Between FSSAI Registration and FSSAI License

Although both are issued by FSSAI, the primary difference lies in the scale and risk level of the business.

1. Business Size

FSSAI Registration is meant for small and petty food operators, whereas FSSAI License is required for medium and large enterprises.

2. Turnover Criteria

Registration applies to businesses earning up to ₹12 lakh annually. Businesses exceeding this threshold must apply for either State or Central License.

3. Compliance Level

Basic registration involves fewer compliance requirements. In contrast, licensed businesses must follow stricter food safety standards and are subject to periodic inspections.

4. Documentation

Registration requires simple documentation, while licensing demands detailed paperwork, including safety management systems and infrastructure details.

5. Government Scrutiny

Licensed businesses face higher regulatory scrutiny compared to those with basic registration.

6. Operational Scope

Registration is suitable for local and small-scale operations. A Central License is mandatory for interstate operations and import-export activities.

Why Choosing the Correct Category Matters

Applying for the wrong FSSAI category can lead to serious consequences. If a business that qualifies for a license operates under basic registration, it may face penalties, suspension, or cancellation of approval.

Additionally, many food aggregators, supermarkets, and corporate buyers require a valid State or Central License before onboarding suppliers. Without the correct certification, businesses may lose valuable growth opportunities.

Proper categorisation also builds credibility. Consumers today are more aware of food safety standards and often verify FSSAI numbers before purchasing packaged food or ordering online.

Benefits of Obtaining the Right FSSAI Approval

Whether it is registration or license, having a valid FSSAI approval provides multiple benefits:

  • Legal authorisation to operate
  • Improved consumer trust
  • Easier access to funding and partnerships
  • Compliance with government regulations
  • Reduced risk of penalties
  • Brand credibility in the competitive food market

It also demonstrates that the business follows hygiene standards and prioritizes food safety.

Common Mistakes Businesses Make

Many new entrepreneurs misunderstand turnover limits or ignore licensing requirements altogether. Some assume that home-based businesses do not need registration, which is incorrect. Even small food sellers must obtain at least basic registration.

Another common mistake is failing to renew the registration or license before expiry. FSSAI approvals are issued for a specific validity period (1 to 5 years) and must be renewed on time to avoid fines.

Conclusion

FSSAI Registration and FSSAI License serve the same fundamental purpose, ensuring food safety and regulatory compliance, but they apply to different categories of food businesses. Registration is meant for small-scale operators with limited turnover, while State and Central Licenses are mandatory for medium and large enterprises with broader operational scope.

Understanding the difference helps food entrepreneurs choose the correct approval type, avoid legal complications, and build a trustworthy brand. Since compliance with FSSAI regulations is not optional but legally mandatory, selecting the right category from the beginning ensures smooth business operations and long-term growth.
